mind 是动词，而且这个动作的发出者是人或拟人化的动物或事。it 做形式主语时，语义上不能和 mind 配合。但是 it 和 matter 是很常见的配合：It matters...... 或 It doesn't matter......。
others will notice me 没有问题，但一般会用 if 或 whether 来引导与 It doesn't matter 组成复合句子。
你还可以说：I don't care if others will notice me.

OTHERS 不是动词，而且others后面是这句话的谓宾语。所以不用ing

It doesn't mind whether others will notice me.

因为有个will 动词是notice ，will后动词要原型

这句话是个主语从句，it 是形式主语，others will notice me 是真正的主语。notice是做others的谓语，和mind没关系
